During the initial stages of development, the developer appoints all members of the community association's board of directors. As development progresses through this control period, the developer appoints a majority of the members of the association's board, while gradually increasing the number of homeowner elected directors. This allows the developer to establish and operate the association during the construction and sales period of the community.
 
Transferring control of the board from the developer to the homeowners is not a sudden event. The association's governing documents establish a process of gradually transitioning control from the developer to the homeowners. Phasing transition in this manner allows homeowners to become involved in community governance and educates homeowner board members in the duties and responsibilities for which they will assume sole responsibility after the development process is complete.
